DRAFT FFY 2027 - 2030 Transportation Improvement Program (TIP), DRAFT Community Demographic Analysis, and DRAFT Air Quality Conformity Analysis

NOTICE OF REVIEW AND PUBLIC COMMENT PERIOD

The Transportation Improvement Program (TIP) is the regionally agreed on list of priority projects required by federal transportation legislation. It lists all transportation projects in Berks County that intend to use federal funds over the next four years (FFY 2027-2030), along with non-federally funded projects that are regionally significant. The list is multi-modal, meaning that it includes highway, bridge, and public transit projects as well as non-traditional bicycle & pedestrian projects.  

The DRAFT FFY 2027-2030 TIP for Berks County contains 102 projects totaling $464,167,312 for the phases to be advanced during the next four years.  It includes 89 projects valued at $385,269,930 addressing the highway system and bridges and 13 projects valued at $78,897,382 addressing the transit system.

There is also a statewide Interstate Management Program that is separate from the regional TIP.  There is one (1) Interstate Management Program project located in Berks County with a value of $740,313 million.  Additionally, the Pennsylvania Turnpike Commission (PTC) is currently engaged in a major capital effort to improve the toll road to provide a better ride and increased mobility.  This plan includes a project to completely reconstruct the Turnpike between the Morgantown interchange to a point four miles to the  east in Chester County. This project will include reconstruction of two bridges carrying PA 23 (Main Street) and Twin Valley Road over the Turnpike and then widening the Turnpike to three lanes in each direction. The total cost of these improvements is estimated to be about $35 million.  Additionally, the PTC is phasing in Open Road Tolling (ORT) that will eliminate the need for toll booths at interchanges. The PTC is currently removing the toll booths at the Morgantown interchange and will ultimately realign the roadway to provide for a smoother transition to and from PA 10 and I-176.

TIP Amendments/Modifications

Between the regular two-year updates to the TIP, it may become necessary to make Amendments (project additions or deletions) or Modifications (changes to project schedules or funding) based on updates to available funding levels, updated engineering and/or cost estimates, changing project schedules, or changing priorities. These changes are regulated by the Memorandum of Understanding (MOU) found at the end of Section 4. As these changes are approved, we will post them here. The first document will list project- or phase-specific information. The second document will be an updated spreadsheet reflecting both prior and current changes to the program. 

DRAFT FFY 2027 Community Demographic Analysis

Executive Summary  (Resumen ejecutivo)
The Community Demographic Analysis reviews and identifies how the transportation planning process and transportation improvements identified in the TIP and LRTP are distributed within the region. The projects and programs are reviewed against the locations of various demographic groups throughout the county and assesses the potential effects of projects and programs. The steps used in the completion of these analyses are summarized in this report. 

DRAFT Air Quality Conformity Analysis

Executive Summary  (Resumen ejecutivo)
The Air Quality Conformity Analysis is an integral part of the Transportation Improvement Program. Using the Planning Commission's Travel Demand Forecasting Model and USEPA's MOVES5 air quality emissions model, the mix of projects and strategies shown in the TIP have been shown to conform to air quality standards for ground-level ozone set for Berks County.
