Air Quality Conformity Analysis

The Air Quality Conformity Analysis is an integral part of the Transportation Improvement Program (TIP) and Long Range Transportation Plan (LRTP). As a federally designated Marginal Non-Attainment area for Ground Level Ozone, Berks County is required to use the Planning Commission's Travel Demand Forecasting Model and the US Environmental Protection Agency's (USEPA's) Motorized Vehicle Emission Simulator - 5th Generation (MOVES5) air quality emissions model to show that the mix of projects and strategies contained in both the TIP and LRTP conform to air quality standards set for Berks County.
