Berks County South Campus Closed Monday, October 5: The Berks County South Campus will be closed to staff and the public on Monday, October 5, to complete a scheduled electrical utility project. The South Campus Building will be without power from 8 am to 5 pm while Met-Ed conducts this work. Welcome to the Reading Area Transportation Study's (RATS) Active Transportation Plan (ATP) Development Portal.  This page will be dedicated to public outreach as we develop a new ATP.  As background, the ATP provides context and detail to support and promote future bicycle, pedestrian, and accessibility projects.  This Plan addresses how we can coordinate with our partners in developing and enhancing Berks County’s non-motorized transportation system. The challenges to build, operate, and maintain a system that meets users' needs and expectations have never been greater.  To meet these challenges, this plan presents quality information in understandable terms and is flexible enough to adapt to a constantly changing landscape of needs and resources. The ATP discusses socioeconomic trends affecting travel, the current state of the County non-motorized transportation network and strategies to address Active Transportation needs.  Elements of the plan include an inventory of the County’s non-motorized transportation system, identification of non-motorized issues, and strategies to address the issues and achieve the stated goals and objectives of the ATP.


As the Public Information Portal, this page will be updated throughout the Plan Development Process which will conclude on RATS adoption, currently anticipated for November 2027.   Once approved by RATS, the ATP will serve as supplement to the non-motorized component of the region’s FFY 2027-2050 Long Range Transportation Plan.
