NATURE OF INCIDENT: Firearms Trafficking & False Reports to Law Enforcement

DETAILS OF INCIDENT:
In April of 2026, detectives from the Berks County District Attorney’s Gun Violence Reduction Task Force initiated an investigation into the illegal transfer and acquisition of firearms involving Joel Morales-Colon and Joymar Ortiz-Lugo. The investigation stemmed, in part, from a January 2026 incident where the Northern Berks Regional Police Department recovered an unlawfully possessed firearm featuring an obliterated serial number. In March of 2026, detectives from Berks County Forensic Services restored the serial number, identifying the weapon as a Ruger 9mm registered to the fiancé of Joel Morales-Colon.
As part of the ongoing effort to disrupt the illegal trafficking of firearms, this investigation was assigned to a team of detectives.
During the investigation, detectives questioned Morales-Colon. He claimed that this firearm, along with several others, was stolen from his storage unit in Sinking Spring, Pennsylvania. Subsequently, Morales-Colon filed an official burglary report with the Sinking Spring Borough Police Department on March 19, 2026.
A follow-up investigation revealed that Morales-Colon lied to officers regarding the burglary. Investigators uncovered evidence that Morales-Colon was involved in a pattern of illegal “straw” purchasing and the illegal transfer of firearms to others, including Joymar Ortiz-Lugo. Specifically, on May 13, 2026, Morales-Colon acquired a firearm from a Federal Firearms License (FFL) dealer in Birdsboro, PA, on behalf of Joymar Ortiz-Lugo in exchange for cash. Ortiz-Lugo, who is legally prohibited from purchasing firearms, sought the handgun for protection following his involvement in a shooting incident just days prior which occurred in the City of Reading.
On May 21, 2026, detectives responded to the residences of Joel Morales-Colon and Joymar Ortiz-Lugo, where they recovered and seized the firearm purchased on May 13, 2026.
As a result of this investigation, both Joel Morales-Colon and Joymar Ortiz-Lugo have been charged with numerous felony offenses.
On July 15, 2026, detectives apprehended Ortiz-Lugo in the 100 block South 6th Street. He was transported to the Berks County Sheriffs Department Processing Center. Where he was later arraigned before Magisterial Judge Scott. Bail was set at $75,000 and committed to the Berks County Jail.
On July 16, 2026, Morales-Colon surrendered to detectives at the Berks County Services Center where he was escorted to the Berks County Sheriff’s Department Processing Center. At the time of this release, he is currently being processed and arraigned. Bail information is not available currently.

"Straw purchasing remains a significant driver of violence in our communities. These recent arrests highlight the continued, relentless efforts of the Berks County Gun Violence Reduction Task Force to dismantle the illegal firearm supply chain. We will not tolerate individuals who exploit the legal system to put guns into prohibited hands. By thoroughly investigating exactly how these handguns enter our community, we are stopping the diversion of firearms and sending a clear message: we will aggressively pursue anyone who threatens public safety."
As in every criminal case, the fact that an arrest occurred or a criminal complaint has been filed is merely an accusation, and the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.
