CHILD SEXUAL ABLUSE ARREST - T. OSBORNE

DETAILS OF INCIDENT:

In April of 2025, the Berks County District Attorney’s Detectives initiated a criminal investigation after being contacted by administrators from the Berks County Jail. It was reported that jail officials discovered that the defendant, who is an inmate at this facility, had engaged in inappropriate video calls with a young female via an electronic tablet that is supplied to inmates for outside communication purposes.

Investigators learned that the defendant’s cellmate had allowed the defendant to utilize his electronic tablet on two occasions. The defendant’s cellmate became suspicious after learning that the defendant was contacting a young female. The cellmate reported his concerns to jail administrators who then reviewed the prior use of this electronic tablet. Jail officials located two (2) video calls/video chats between the defendant and a young female.

Investigators viewed the video calls/chats obtained from the prison. During these conversations the defendant asked the child to expose herself and to perform a variety of sexual acts. Additional investigative efforts led to the identity of this child victim. The child victim depicted in these videos was identified by investigators to be eleven years of age.

On Friday, May 16, 2025, the defendant was charged with multiple counts of Sexual Abuse of Children-Photographing, Videotaping, Depicting on Computer or Filming Sexual Acts, Sexual Abuse of Children-Possession of Child Pornography, Unlawful Contact with a Minor, Corruption of Minors, and Criminal Use of a Communications Facility.

A warrant of arrest was issued for the defendant by Magisterial District Judge Brian K. Strand.

On Monday, May 19, 2025, the defendant was arraigned on these charges by Magisterial District Judge Strand. Bail for these new criminal charges was set at $175,000. The defendant remains incarcerated at the Berks County Jail.

As in every criminal case, the fact that an arrest occurred or a complaint has been filed is merely an accusation, and the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.
